Information on regulation for foreign students wishing to enter Georgia

The Government of Georgia has updated the procedures for foreign students to enter to Georgia. According to the Changes in the Decree N 322 of the Government of Georgia “On Approval of Isolation and Quarantine Rules”, foreign students are required to register electronically by filling out a special application form – “The Registration Form of foreign students entering Georgia” on the government website StopCov.ge

The validity of the foreign student’s application is confirmed by the receiving Higher Educational Institution, and their entry into Georgia is approved by the Ministry of Education, Science, Culture and Sports of Georgia. The student will receive a notification of consent via email. Only on the basis of this consent is it possible for a foreign student to enter to Georgia.

Upon entering Georgia, foreign students must stay in a mandatory quarantine for 8 days at their own expenses. Estimated cost for a mandatory quarantine will be 250 USD. The costs related to placement in quarantine and also, after passing the mandatory quarantine, PCR testing costs (47.44 USD) is borne by foreign students. It has to be mentioned, after negative test results, thus 4 days after the end of quarantine, foreign students are required to repeat PCR testing at their own expense again.

Foreign students must have a valid insurance that would also cover the costs of Covid-19 treatment.

The estimated cost for insurance policy with minimum insurance terms is 189.75 USD per year or half of it per semester.

The receiving Higher Educational Institution (HEI) is responsible for:

a) to check the accuracy of the special application form filled in by the foreign student in the electronic program and before giving the consent, HEI must reflect in the electronic program the details of the insurance policy certifying the health and accident insurance issued in accordance with the legislation in force on the foreign student;

b) ensure the transfer and placement of a foreign student in the hotel quarantine areas selected for the accommodation of foreign students enrolled by the higher educational institution;

c) to control and coordinate medical supervision and protection of a foreign student during his / her quarantine;

d) provide the relevant information to the Ministry of Education, Science, Culture and Sports of Georgia no later than three days after the issuance of the relevant legal act regarding the suspension /termination of student’s status.

The State ensures the coordination process of admitting foreign students. In order to facilitate transportation of foreign students back to Georgia to continue their studies in Higher Educational Institutions, charter flights have been scheduled only in close coordination with respective Georgian embassies abroad.
